General City Plan is a long term policy guide for the physical, economic, and environmental growth of the locality. It is comprised of goals, policies, and implementation programs which are based on an assessment of current and future needs and available resources.
It is required in the Republic of Moldova that each Locality and District to adopt a General Plan for the physical development of the locality, and any land outside its boundaries which bears relation to its planning. The role of each community’s General Plan is to act as a base for development, the foundation upon which all land use decisions are made. It expresses community development goals and embodies public policy relative to the distribution of future land use, both public and private. The Plan is to be used by local decision-makers as a visionary document, a “blueprint” for the City’s future growth and development.
